Né le 9 mai 1921 à Virginia, dans le Minnesota, il grandit dans une famille catholique et fut fortement inspiré par sa foi dès son plus jeune âge. Il rejoignit la société des Jésuites en 1939 et commença à étudier la théologie à Woodstock College à New York, où il fut ordonné prêtre en 1952. Pendant les années 1960, Berrigan devint une figure de proue du mouvement pour la paix et la justice sociale. Il s'opposa fermement à la guerre du Vietnam et devint une voix puissante contre la violence et l'injustice de cette époque. Berrigan s'engagea dans des manifestations non violentes et des actes de désobéissance civile, ce qui lui valut d'être arrêté à plusieurs reprises. En 1968, Berrigan cofonda le groupe "Plowshares", qui était un mouvement de protestation contre les armes nucléaires. Le groupe mena plusieurs actions directes non violentes dans des installations militaires américaines, notamment en versant du sang humain sur des missiles pour symboliser le coût humain de la guerre et de la violence. Outre son engagement politique, Berrigan était également un poète accompli, et sa poésie reflétait souvent ses convictions catholiques et ses préoccupations sociales.
