Jacques Foccart, born on August 31, 1913, in Saint-Germain-Les-Belles, France, was a prominent political figure and influential behind-the-scenes operator during the 20th century. He is best known for his role as a key adviser and right-hand man to French presidents Charles de Gaulle and Georges Pompidou. Foccart's career started in the French Resistance during World War II, where he displayed remarkable intelligence and resourcefulness. After the war, he joined de Gaulle's inner circle, working closely with him to secure France's interests in its former colonies through a secretive network known as "Françafrique." Under de Gaulle's presidency, Foccart became the architect of France's Africa policy, maintaining crucial influence over France's relationships with its former colonies. He played a pivotal role in supporting francophone African leaders, such as Togo's Gnassingbé Eyadéma and Gabon's Omar Bongo, often intervening discreetly in their internal affairs to protect French interests. Despite criticism of Françafrique as maintaining neo-colonial relationships, Foccart staunchly defended his actions, claiming they were necessary to preserve French influence and counteract the growing influence of other world powers on the African continent. Foccart's influence extended beyond Africa. As the Secretary-General for African Affairs, he managed France's relations with other regions, including the Middle East. He worked diligently to maintain French interests and influence in various international conflicts, such as the Suez Crisis and the Algerian War of Independence. Foccart's dedication to protecting French interests and his ability to operate behind the scenes earned him the nickname "Mr. Africa." After de Gaulle's retirement, Foccart continued to serve under President Pompidou, who valued his expertise and relied on his advice. However, his influence gradually waned as France's African policy evolved, and with Pompidou's death in 1974, Foccart faded from the political scene. Jacques Foccart passed away on March 19, 1997, leaving behind a complicated legacy. While he was an influential figure who played a significant role in shaping French-African relations for decades, his tactics and methods have been a subject of controversy, sparking debates about neocolonialism and the ethics of foreign interventions.
